You can activate the Cash App Card either using the QR code or without the QR code on your phone. There is no way to Activate Cash App Card if you are not logged in. The card cannot be activated if the user has not logged into their Cash app account. You won't be able to make payments or transfer funds if you don't log in to your Cash App wallet.
